Announcing the selection of primary healthcare facilities for the privacy culture reboot program

The Swiss-Ukrainian project “Medical Education Development,” in partnership with svoyi.ridni, is launching the program “Rebooting the Privacy Culture in Primary Healthcare (PHC) Facilities” and announcing the selection of five primary healthcare facilities to participate.

The goal of the program is to change the approach to ensuring privacy in PHC facilities: to move from a model of “responding to and punishing mistakes” to a model of ethical design. This is about creating a system in which correct behavior is a natural and easiest choice for employees.

Over the course of 9 months, the teams of the selected facilities will work together with project experts on analyzing the environment, processes, and ethical frameworks that affect the interaction between medical staff and patients. The program includes a comprehensive assessment of knowledge, practices, and attitudes toward privacy, analysis of infrastructure and documentation, identification of vulnerabilities in processes, and the implementation of solutions to strengthen the privacy culture.

Selection Criteria

Five PHC facilities will be selected to participate in the program that:

  • have already achieved a basic level of managerial autonomy and automation;
  • are ready to simultaneously involve managers, medical leaders, and non-medical staff in the project;
  • have a head/director ready for open communication to see the real vulnerabilities of the system;
  • already have privacy policies/SOPs, as well as those who are just starting this journey;
  • will designate a person responsible for the entire process.

We are looking for facilities of various sizes (from 50 to 500+ employees), various geographies (city, district, village), and various forms of ownership (private and municipal).

What will participating facilities receive?

  • A study of employees’ knowledge, skills, and attitudes towards privacy.
  • Analysis of infrastructure, documentation, and corporate culture.
  • Identification of vulnerabilities in the facility’s processes and practices.
  • Recommendations on closing gaps in infrastructure and documentation.
  • Assistance in implementing solutions to strengthen the privacy culture (quiet signposts, spatial zoning, etc.).
  • Creation of a system that prevents accidental employee errors.
  • An intensive for managers, medical, and non-medical staff based on the gathered information.
  • Tools for further self-assessment and improvement.
  • Visual materials on privacy for the center and social media.
  • An opportunity to set an example for other PHC facilities and share experiences.

Commitments of participating facilities

Participation in the project requires real involvement and continuous cooperation.

  • Appointing a responsible person for weekly communication and coordination of the privacy program at the facility.
  • Ensuring consultants have the opportunity to conduct online interviews and a one-day offline visit.
  • Providing truthful information and openly analyzing your practices.
  • Being ready to see shortcomings and work on eliminating them.
  • Readiness to implement new protocols/SOPs/architectural solutions immediately after development.
  • Ensuring the participation of the head, 2 medical leaders, and 1-2 administrators in all stages of training and co-design of solutions.
