
Framework document “PHC-2 Model Vision” published

In 2025, the experts from the Ukrainian Healthcare Centre, together with our project, held two round tables on a new vision for the PHC-2 model and developed proposals for the state policy on the development of primary health care. This resulted in the publication of a framework document setting out the conceptual foundations of the new model and recommendations for changes to the system.
PHC-2 is a new standard for interaction between the state and primary care providers. The state is significantly and consistently increasing investment in primary health care while providers are improving the quality of services, acquiring new competencies and assuming greater responsibility. This is what the document is about.
Introduction of PHC-2 will contribute to the health system sustainability, reduce the financial pressure on specialist care and lay the foundations for the sector’s long-term development, even during periods of economic constraints.
A number of factors will make this approach possible:
- a financial model that will incentivise productivity;
- expanded powers for mid-level healthcare staff;
- systematic training of primary healthcare teams in new competencies, etc.
