Finally, we are getting closer to understanding our human resource potential in the healthcare sector and what strategic decisions will be needed.

The Ukrainian Healthcare Centre (UHC) team, with the support of the Ukrainian-Swiss Medical Education Development Project, has developed this strategic document.

Who will be able to use the registry, and how?

  • Employee or self-governing organization: admission to the profession and accumulation of data on the professional path,
  • Patients: when deciding on a doctor or healthcare facility,
  • Employer: when hiring, verify data on education and previous experience,
  • The Ministry of Health and its agencies: to obtain data on human resources for healthcare policy development,
  • NHSU: to validate data on the staffing of healthcare providers for contracting purposes,
  • Higher education institutions: to enter data on undergraduate, postgraduate education, and CPD.

Why does Ukraine need the Healthcare Human Resources Register?

  • A tool for doctors to access the profession,
  • verified information on the professional path of a healthcare worker from entering an educational institution to leaving the profession,
  • a tool for human capital development,
  • electronic confirmation of continuous professional development,
  • prompt and reliable information for the development of new policies,
  • confirmation of data on the staffing of medical institutions, for example, for concluding contracts with the NHSU.
