This resulted in the publication of a <a href=\"https:\/\/drive.google.com\/file\/d\/13ft_iJbL0pvxPZ1Mxwr9qFOfZ6rJ50BZ\/view\" rel=\"nofollow noopener\" target=\"_blank\">framework document<\/a> setting out the conceptual foundations of the new model and recommendations for changes to the system.<\/span><\/i><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:240,&quot;335559739&quot;:240,&quot;335559740&quot;:278}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">PHC-2 is a new standard for interaction between the state and primary care providers. The state is significantly and consistently increasing investment in primary health care while providers are improving the quality of services,\u00a0acquiring\u00a0new competencies and assuming greater responsibility.
